There will be four studs sticking out of the block with eyelets and harnesses running to each one. It could be glow plug controller.

The connector which separates the glow plugs from the loom on top left rear of the engine has 4 terminals so could test from there, thanks for the ohms figure. The best advice is to plug in for 30-45 minutes. Next best, cycle glow plugs 1 time by turning the ignition to the on position for 1 minute, then turn off ignition. Wait 10 seconds, turn the ignition to the on position for 15 to 20 seconds then crank it. Should start. If it tries to start but stalls, start the procedure over from the beginning.

In a nutshell, common glow plug problem are slow starting and complete failure to start. Once the vehicle does start, missing, rough idle, hesitation, and lots of white smoke until the engine warms.
