Yeah I spent 20 min looking for the last enemy. Go inside the plant and open the map, if the only mission marker available in "local map" (clear the exterior), go outside and loot at the mission marker, it will lead you to the last few enemies, just go right on top of the mission marker. I found the last enemy on the roof of the plant.

Still working on getting the power on. I don't think it matters where you assign them as they only occupy one area and make no changes to rest of each park. The power will be at end of main quest line. You will have to raid settlements before this. Or just kill all the gang bosses.
